In the backdrop of a transforming Hong Kong, two men from starkly contrasting worlds cross path. Man Ka Leung, who returned from overseas in the 1990s, is filled with ambition and desire to embrace the city as his own. Meanwhile, Cheung Yu Hong, shaped by a whirlwind of social upheaval, yearns to escape the place his calls home. Their lives intertwine in a city facing a gradual decline, creating to a fleeting yet heartfelt romance.
